A September 1924 gathering of naval and budget officials is the subject here: the title names a Secretary Wilburn, Captain W.R. Sefton, Rear Admiral Straus and a group of budget officers. Washington photographers of the 1920s recorded such meetings for government and press use, and naval spending was a live political question as Congress weighed defense budgets in the years after the First World War. The title comes from data the National Photo Company wrote on the negative itself and has not been verified, so names and roles should be checked against other sources. The glass plate also shows streaks and blemishes from deterioration of its original coating, which is typical of negatives of this age.
