Charles S. Thomas, a Democrat who represented Colorado in the U.S. Senate from 1913 to 1921, is the subject of this glass negative. The caption was scratched off the plate, so the identification rests on the name the National Photo Company recorded on the negative or its sleeve, which the record marks as unverified. The company worked in Washington, D.C., in the early twentieth century and made a large body of portraits of officials and views of public life. The streaks and coating blemishes on the plate are typical of glass negatives that have deteriorated over the decades since they were made.
