Theobald von Bethmann-Hollweg, the German chancellor pictured here, served as head of the imperial government from 1909 to 1917, a stretch that spanned the first years of the First World War. A portrait from about 1915 places him at the height of that conflict, when Germany's leadership faced mounting pressure over its war aims and its conduct at sea and on the Western Front. Bethmann-Hollweg tried to steer a middle course between military leaders and political critics, and his later resignation in 1917 marked a turning point in the German government. The record for this print comes from a caption card whose details remain unverified, so the date and attribution are best read as approximate.
