Ontario, Oregon, in 1907 was a young farm and railroad town on the Snake River, where Oregon meets Idaho at the mouth of the Malheur River. Malheur County had been carved out of Baker County only about two decades earlier, in 1887, and the county seat was still building its civic life around the rail line that had brought settlers and freight into the high desert. Local farmers grew grain, hay and alfalfa and raised livestock, and their fortunes depended on water drawn from the rivers and on the shipping that the railroad made possible. A town this size would have known itself mainly through its depot, its stores, its churches and its surrounding fields, and it was still deciding how far its irrigated acres would stretch across the sagebrush.
