A woman tucks a flask down into her tall Russian-style boot in this January 1922 photograph taken in Washington, D.C. Nationwide Prohibition had been in force since 1920 under the Volstead Act, which banned the manufacture and sale of intoxicating liquor, and the capital was no exception. The National Photo Company, a commercial studio that recorded everyday life and events in the city, made the picture, and its Prohibition-era subjects show how people worked around the ban. The image also captures the fashion of the period, when tall boots were common enough to conceal a small bottle.
