The roof over the House of Representatives chamber in the U.S. Capitol is the subject here, a part of the building most visitors never see up close. The print comes from an album assembled by Montgomery C. Meigs, the Army engineer who supervised the Capitol's extension and related federal construction in the late 1850s. Those years saw the Capitol's new wings and expanded legislative spaces rising in the midst of the sectional tensions that would soon erupt into the Civil War. The record's dating is an estimate between 1859 and 1861, so the image captures a building still under construction, with its ironwork and framing exposed.
