The sitter is George Mifflin Dallas, who took office as vice president in March 1845 under James K. Polk, and this lithograph dates to about the first year of his term. The record links it to the lithography firm Kellogg & Thayer, though that attribution comes from a shelflist card and has not been independently verified. Dallas is also the namesake of the Texas city named for him in 1841, which explains the gallery board, but this portrait depicts the statesman rather than the place.
