Vicksburg, Mississippi, in 1917 was a river city of roughly 20,000 people, living off cotton, timber, and freight moving along the Mississippi and the Illinois Central lines. The city's identity still rested on the siege of 1863, when Union forces under Ulysses S. Grant held the town for 47 days before its surrender on July 4, and the battlefield had been set aside as a national military park in 1899. Veterans of both armies came back to the bluffs over the years, and their gatherings drew local crowds and civic leaders who saw the reunions as a way to honor the dead and to show that the sectional wounds had closed. That spring the United States had also entered the First World War, so the old war's memorial gatherings took place alongside talk of new enlistments and the draft.
