This 1921 portrait shows Admiral William S. Benson, the first Chief of Naval Operations, whose title and date appear in the record as June 16, 1921. Benson held the post from its creation in 1915 through 1919, guiding the Navy's wartime planning and its coordination with the Allies during World War I. The National Photo Company, a Washington studio that documented government and military figures in the early twentieth century, made the picture on a glass negative. Visitors may notice streaks and blemishes across the plate, which the record attributes to natural deterioration of the original coatings.
