Victor Berger, the Milwaukee Socialist, is the subject of this glass negative, which the National Photo Company dated to September 1, 1923. Berger was the first Socialist elected to the U.S. House of Representatives, and by 1923 he had become a prominent figure in the Socialist Party and in debates over his right to hold a congressional seat. The National Photo Company made portraits of public figures and scenes in Washington during these years, so the image records how officials were presented to the public in that era. Viewers should note the streaks and blemishes on the plate, which the record attributes to natural deterioration of the original coating.
