Two public men from very different fields appear together in this half-length portrait: Edwin L. Norris, governor of Montana, and John Mitchell, the labor leader who headed the United Mine Workers of America from 1899 to 1908. Mitchell gained national attention for his role in the 1902 anthracite coal strike, which drew wide public debate over labor and industry. The record does not say where or why the two were photographed together, so the picture is best read as a record of two prominent figures of the 1900s. The notation of a U.S. Copyright Office entry shows the print was registered for protection at the time it was made.
