Setting Ulysses S. Grant's presidency against Rutherford B. Hayes's, this color lithograph labels the first "The Strong" government and the second "The weak" government. J.A. Wales drew it for *Puck*, the satirical weekly known for its large colored cartoons, and it ran across two pages of the May 12, 1880 issue. The timing gives it bite: Grant's second term had ended in 1877 amid scandals in his administration, Hayes took office after the disputed 1876 election, and by 1880 Republicans were preparing for a nominating convention with Grant's name still floated for a third term.
