Hoffman Island sits in Lower New York Bay near Staten Island, and this view shows its buildings from the water, the way arriving ships and harbor boats would have seen them. The island was part of the quarantine system that screened ships and passengers before they reached the city, a role closely tied to the immigration processing at nearby Ellis Island. Seen from the water, the cluster of structures shows how much of the harbor's health and inspection work happened on small islands outside the main shipping channels.
