Waukegan in 1908 was a lakefront town whose residents were beginning to feel the pull of Chicago's growth to the south. Its population was modest, and its streets were lined with the brick commercial blocks, schools, and houses of a community that still counted its civic life in ward meetings, church suppers, and Fourth of July celebrations on the lake. Summer brought Chicago excursionists and cottagers to the shoreline, and many local families made their living in trades that served both the town and the summer trade. The panorama captures the town as it stood at the edge of the Progressive Era, a place still set apart from the metropolis yet increasingly tied to it.
