Austin, Texas in 1921 was the state capital of a large agricultural and oil-leaning state, with the University of Texas on the north side of downtown and the Colorado River shaping the city's parks and waterfront. Camp Mabry, on the western edge of town, served as the headquarters and training ground for the Texas National Guard, a role it had held since the early 1900s and kept as Guard units drilled, camped and rotated through the post. The legislature met in the new state capitol building, and Austin was a place where state government, the university and the military shared a small, close-knit civic life. Texans of the period would have known Camp Mabry as the Guard's home base, where summer encampments brought young men in from towns across the state.
