George H. Carter, identified on this glass negative as Public Printer, sat for the National Photo Company in Washington on April 1, 1921. The Public Printer headed the Government Printing Office, the federal agency that produced Congress's records, executive documents, and other official publications, so the post put its holder at the center of federal printing. The date falls about four weeks after the new Harding administration took office, a reminder of how often officials changed hands in that period. Look closely at the plate and you will see streaks and blemishes, which come from natural deterioration of the original coating.
