The title names two women, Mrs. McDowell and Mrs. Chas. D. Carter, though the caption was scratched off, so the names come from unverified notes on the negative or its sleeve. The National Photo Company, a Washington, D.C., studio active in the early twentieth century, made many portraits and views of the capital, and Herbert A. French gave this plate to the Library of Congress in 1947. Its date is estimated from similar negatives in the collection. The streaks and blemishes visible on the glass come from the natural deterioration of the original coatings.
