Seventh Ward Beggars" is pointed in a way many 1830s cartoons are not, because it names a specific New York district and a specific politician, Reuben Miles Whitney, alongside Andrew Jackson. The lithograph belongs to the bitter partisan fight over the Second Bank of the United States and federal banking policy. Its title suggests a jab at officeholders and party men who were seen as dependent on patronage. Its pairing of Jackson with Whitney also reflects the Panic of 1837 and the hard times that followed, when credit and economic policy were fiercely contested. Inexpensive prints like this one circulated widely, so they capture the partisan mood of the period.
