Carl Vinson, the Georgia congressman whose name is attached to this 1945 head-and-shoulders portrait, spent decades in the House of Representatives and was among its most influential voices on defense. He chaired the House Naval Affairs Committee during the years when the Navy grew rapidly, and he pushed for the shipbuilding programs that expanded the fleet before and during the Second World War. The portrait, which shows him turned slightly to the left, dates from the year the war ended, when debates over the size and cost of the postwar military were just beginning.
