The picture shows Herbert Hoover in July 1929, four months into his presidency, with members of the Izaak Walton League of America, a conservation group of anglers and outdoor enthusiasts founded in 1922 and named for the author of *The Compleat Angler*. The National Photo Company, a Washington studio that documented officials and public events in the 1910s through the 1930s, made the negative on glass, a format common until film replaced it. The glass shows streaks and blemishes from the deterioration of its original coating, so the print is softer than a clean negative would give.
