The first snow of the season settles over the east front steps of the U.S. Capitol in this 1923 view, with the Library of Congress visible in the distance. The National Photo Company, a Washington firm known for its large catalog of city scenes, issued the picture in early February of that year. Winter views like this one were popular with the public and with newspapers, which used them to show the capital in its everyday moods rather than only in its ceremonial ones. The photograph offers a quiet look at Washington before the Great Depression and at a moment when the Capitol and the library stood as the center of the federal city.
