From the Municipal Building across City Hall Park, the Woolworth Building appears as a skyline landmark rather than a street-level facade. Cass Gilbert designed the tower, completed in 1913, in Gothic-inspired terra cotta, and its height and ornament made it one of the most recognizable structures of its era. Frank Woolworth, whose five-and-dime stores built his fortune, financed the building, which held the title of world's tallest for several years. Irving Underhill made this view around 1922, when the lower Manhattan towers were shaping the city's silhouette.
