Charles Edward Russell, a journalist and author, stands among the members of the President's special diplomatic mission to Russia, photographed in 1917 when the group was in Saint Petersburg. The mission, led by Elihu Root, was sent after the February Revolution overthrew the tsar, with the aim of encouraging the new Provisional Government to keep fighting in the First World War. Issued as a photographic postcard, the image shows how visits like this were documented and shared with the public at the time.
