Workers' revolt in Russia in 1905 is the event this picture is tied to, beginning with the shooting of unarmed demonstrators outside the Winter Palace in St. Petersburg on January 22. Strikes spread across the empire that year, workers formed councils called soviets, and in October the tsar issued a manifesto promising civil liberties and an elected Duma. The record dates the print to about 1918, so it was likely made years after those events, when the 1917 revolutions had turned the 1905 uprising into a reference point for workers and their supporters. Keep that gap between the event and the image in mind when reading it.
