The drawing is a plan of the top story of the Library of Congress building in Washington, D.C., rendered in ink and watercolor on paper rather than as a printed reproduction. Architectural plans like this one were working documents, used to lay out rooms, stairways, and circulation before and during construction. The Library's main building, the Thomas Jefferson Building, opened in 1897 and was designed by John L. Smithmeyer and Paul J. Pelz in the Beaux-Arts style. Its upper floors held reading and reference spaces, so a plan of that level shows how the building was organized for both staff and public use.
