Where many wartime recruiting posters show a single figure, this one pairs the words "To arms" with a bugle, giving a call to the Navy a martial urgency. Printed in 1917, the year the United States entered the First World War that April, it belongs to the wave of enlistment posters issued as the country rapidly expanded its armed forces. The color lithograph was made for a U.S. Navy Recruiting Station, where bold lettering and strong color were meant to catch the eye of passersby. Milton Bancroft's design asks the viewer to answer a call rather than simply consider a career.
