Titled simply *A political discussion*, this wood engraving shows African Americans gathered to debate civil rights, a subject that dominated public life in 1869. It appeared in the November 20, 1869, issue of *Harper's Weekly* on page 737, drawn by W.L. Sheppard, an illustrator who worked for the magazine. Earlier that year, Congress had passed the Fifteenth Amendment, which barred denying the vote based on race and went to the states for ratification. Pictures like this one showed northern readers Black citizens taking part in the civic life that Reconstruction was opening to them.
