New York City in 1884 held more than 1.2 million people, and its tenement blocks on the Lower East Side were among the most crowded neighborhoods in the country. The Brooklyn Bridge had opened in 1883, linking Manhattan and Brooklyn with a span hung on steel cables, and its pedestrians and wagons drew crowds to both ends. Elevated steam railways ran above Second, Third, Sixth and Ninth Avenues, carrying clerks and laborers to work while shops and warehouses lined the streets below. That year Joseph Pulitzer's *New York World* also launched a public fundraising drive to pay for the pedestal of the Statue of Liberty, a campaign that drew small donations from readers across the city's social classes.
