Fish Creek Canyon, Arizona, in 1908 lay within a territory that would not become a state until 1912. The regional economy rested mainly on copper mining, cattle ranching, and timber, with camps and ranches scattered across rugged country that was hard to reach except by wagon, horseback, or a few rail lines. Federal irrigation work was reshaping farm prospects across the territory, and the Roosevelt Dam on the Salt River, under construction in these years, was among the largest public projects in the state. People who lived in canyon country like this knew the land chiefly through its water, its grazing, and the sudden flash floods that could cut off travel without warning.
