Here the donkey and elephant, the symbols of the Democratic and Republican parties, are drawn so nearly alike that the title's sarcasm, "So alike! Such accord!", carries the joke. The cartoon dates to about 1934, when tariffs were a live political fight. The Smoot-Hawley Tariff of 1930 had raised duties sharply, and the Reciprocal Trade Agreements Act of 1934 let the president negotiate lower rates, a shift that drew Republican objections and invited cartoonists to question how far the two parties really differed on trade.
