Here the title, "Handicapped!", carries the joke: a rowboat, a sport in which a handicap gives a weaker competitor an edge, becomes a way to argue that women were being handed a disadvantage in the contest for the vote. The poster was issued by the Artists' Suffrage League, a London group of women artists who made posters, cartoons and other graphic work for the campaign in the years before and during the First World War. Its signature, "G.," identifies only the artist by initial. The bright color and the sporting metaphor were typical of suffrage publicity, which aimed to reach passersby quickly with a clear, witty message.
