Woodrow Wilson's appearance before Congress to announce the break with Germany is the moment this negative captures, a turning point that set the United States on the road to entering the First World War. Wilson delivered the address to a joint session in early February 1917, after Germany resumed unrestricted submarine warfare against shipping. The plate is a small 4 by 6 inch glass negative from the National Photo Company, whose Washington views date from the early twentieth century, and its streaks and blemishes come from natural deterioration of the original coating.
