Peoria, Illinois, in June 1911 was a river city of distilleries, grain elevators, and rail yards, sitting on the Illinois River at the head of the lake that bears its name. Its distilling trade was among the largest in the country, and the city's identity as a center of whiskey making shaped jobs, shipping, and local politics well before statewide prohibition arrived in 1919. Barges and steamboats moved grain and goods along the river, while several railroads carried finished products to markets across the Midwest. The panoramic view of the riverfront and built-up blocks would have shown residents a city proud of its industry, even as the saloon and distillery trade drew growing debate over temperance and public morals.
