Three men pose on top of the U.S. Capitol beside the Statue of Freedom, a vantage few visitors ever had. The bronze figure, designed by sculptor Thomas Crawford, was hoisted into place in pieces in late 1863, during the Civil War, with enslaved laborer Philip Reid helping to raise it at the foundry of Clark Mills. The record does not name the men, but the photograph, dated to roughly 1909 to 1932, shows the statue already well established as the crown of the building's dome.
