The title points to the statue meant to crown the Capitol, Thomas Crawford's bronze *Freedom*, which was designed for the top of the dome while that dome was still going up in the early 1860s. The figure was cast in sections at a foundry on the Capitol grounds and raised into place in December 1863, in the middle of the Civil War, when a statue of liberty over the seat of a divided government carried obvious weight. Stereo cards like this one were popular in the 1860s, and their paired images gave viewers a three-dimensional look at public sights such as the national capital.
