Workers who shaped sheet metal for the Ottoman navy lived in these barracks beside the rolling mill at the Imperial Naval Arsenal in Istanbul, a shipyard complex on the Golden Horn. The caption, written in Ottoman Turkish and French, comes from an album of naval personnel, facilities, and factories assembled in the 1880s and early 1890s, when Sultan Abdul Hamid II was modernizing the empire's military industries. The album's waterfront setting and orderly buildings reflect the state's effort to present its arsenal as a working center of industrial production.
