Dr. Frances Oldham Kelsey is shown here in a head-and-shoulders view, facing the camera as she testified before a Senate subcommittee on Government Operations in 1962. Kelsey was a pharmacologist at the Food and Drug Administration who had refused to approve thalidomide, a sedative sold in Europe that caused severe birth defects in many babies whose mothers had taken it. Her caution kept the drug off the American market, and this United Press International telephoto captures the moment when that decision came under public scrutiny.
