Hoover is pictured with members of Kappa Phi on August 29, 1929, a date that falls during his first year as president. Kappa Phi is a Methodist society for college women, and the record does not describe the occasion, so the setting is best understood from the photograph itself. The negative came from the National Photo Company, a Washington studio that recorded officials and public events in the capital during the 1920s and 1930s. Its glass base shows streaks and blemishes from the slow breakdown of the original coating, a common condition in plates of this age, so some of the softness in the image reflects its physical history.
