Mary Hicks, of the Executive Citizens Council of Cincinnati, Ohio, is the subject of this 1920 glass negative from the National Photo Company Collection, taken at the National Conference on Community Organizations in Washington, D.C. The conference was called by Franklin K. Lane, then Secretary of the Interior, to discuss community organization and its relation to peace, and it drew governors of several states along with leaders in the field from across the country. The caption also names Alfred Bettman and Mrs. Bernard Pollock, so the photograph records a gathering of civic figures at a moment when community organizing was seen as a way to build national stability after the First World War.
