Hilary Abner Herbert appears in this bust-length portrait turned to his left, a formal pose common among public officials photographed in the late nineteenth century. Herbert, an Alabama lawyer who had served in the Confederate army, later represented his state in Congress and became Secretary of the Navy under President Grover Cleveland from 1893 to 1897, a period when the department was working to modernize the fleet. The caption card records no date, so the sitting can be placed only within his public career, not pinned to a specific year.
