Few buildings in the capital were more closely tied to city government than the District Building, which housed the offices that ran Washington, D.C. The National Photo Company made this glass negative sometime between 1910 and 1925, when the firm was recording the city's streets and public buildings for commercial sale. Herbert A. French donated the plate to the Library of Congress in 1947. The streaks and blemishes visible on the negative come from the natural deterioration of its original coatings, which is common in plates of this age.
