The engraving reproduces an unfinished plate based on a painting that Robert Edge Pine began and Edward Savage later took up, showing the Continental Congress voting on the Declaration of Independence. Pine died in 1788, and the plate was left incomplete again in the early 19th century, so the print shows a work that was never fully resolved. The plate itself is held by the Massachusetts Historical Society, and restrikes made late in the 19th century carry that unfinished state.
