Two officers of the Army's flying service pose here in new uniforms, a detail that sets this September 1925 negative apart. General James E. Fechet, then head of the Army's air arm, stands with Capt. Ira C. Eaker, and the National Photo Company, a Washington studio that recorded officials and events in the capital, made the picture. The mid-1920s were a period of intense debate over air power and the Army's flying branch was pressing for greater independence and a clearer identity. Eaker later commanded American bomber forces in Europe during the Second World War. The glass negative shows the streaks and blemishes typical of deteriorating coatings.
