New York in 1874 was still feeling the effects of the financial panic that had struck the previous autumn, and the strain spilled into the streets that winter. On January 13, police attacked a crowd of unemployed workers and their supporters in Tompkins Square on the Lower East Side, an episode that drew angry protests and put the police department's conduct under public scrutiny. The elevated railways on Second, Third, Sixth and Ninth avenues carried clerks and shoppers above crowded streets, while the piers along the Hudson and East rivers kept steamships loading and unloading goods for a country that depended on the port. In the tenements below Fourteenth Street, garment makers, cigar workers and printers worked long hours, and many families measured the year by the rent due and the price of coal.
