The print carries a long quotation from George Whiting of New York as its title, insisting that the people are the "rightful masters" of Congress and the courts, with the aim of overthrowing the men who pervert the Constitution rather than the document itself. Hartford's E.B. & E.C. Kellogg, a lithographic firm known for political and commemorative prints in the 1860s, produced it around 1865, a year of war's end and fierce debate over how the nation would be governed. The hand coloring, common on Kellogg work of the period, was added by hand to each impression.
