This portrait shows Albert B. Cummins, the Republican senator from Iowa, who served from 1908 until his death in 1926. Cummins was a leading progressive in the Senate and helped shape the Transportation Act of 1920, known as the Cummins-Esch Act, which reorganized American railroads after federal control during World War I. The National Photo Company made many studio portraits of officials in Washington in this period, and this glass negative comes from that body of work. Streaks and small blemishes on the plate reflect the gradual decay of its original coatings over time.
