This silkscreen poster carries a direct public health message, "Fight tuberculosis, obey the rules of health," and was sponsored by the New York City Department of Correction, a detail that ties it to the city's jails and their inmates. It was produced under the Work Projects Administration, the New Deal program that employed artists to make posters for government agencies and community services during the 1930s. Tuberculosis was still a serious killer in crowded urban settings in the 1930s, and the rules it promoted, such as covering coughs, keeping clean, and getting checked, were a standard part of the campaigns of the era. The date stamped on the back, May 14, 1941, shows the print was still in circulation years after it was designed.
