Herblock's drawing, made about 1935, sets the phrase "No foreign entanglements" against a globe, which signals that the cartoon is about the world's trade and not only about politics at home. That year Congress was wrestling with how far the United States should stay out of conflicts abroad. Lawmakers passed the first Neutrality Act, which restricted arms shipments to nations at war, while the Senate's Nye Committee was investigating whether American munitions makers had helped draw the country into World War I. The cartoon captures the tension between profitable commerce and the isolationist wish to avoid foreign quarrels.
