The title names the George Washington Memorial in Alexandria, Virginia, a Masonic monument to the first president, who was a Freemason. Its cornerstone was laid in 1923, and the building was not finished until 1970, so this picture likely records the site while the project was still in its early years. The National Photo Company, a Washington firm that sold views of American landmarks to tourists and publishers, made the negative sometime between 1910 and 1925. Expect streaks and spots, which come from the glass coating breaking down over time.
