Watertown, New York, in 1891 was a busy city of the upper Black River Valley, shaped by its position on the Rome, Watertown and Ogdensburg Railroad and by water power from the Black River. Its economy rested on manufacturing, especially the paper mills and the foundries and machine shops that served farms across Jefferson County, and the city's dairy and grain trade drew wagons and rail cars to its depots. Watertown had grown quickly after the Civil War, and by the early 1890s its streets, churches, schools and commercial blocks were laid out in the dense pattern this bird's-eye view records. Residents of the day would have known the city as a center of northern New York industry and a stop on the route toward the St. Lawrence River and the Thousand Islands.
